How to Search Hawaii County Warrants

The free state eCourt Kokua portal gives you public case info from the Third Circuit. Search by name or case number to pull up case status, docket entries, and hearing dates for Hawaii County warrant records. Most traffic docs are only kept at the courthouse where the case was heard. If a PDF icon shows next to a docket entry, that doc can be bought online for $3.

HPD Hawaii runs a Records Management System (RMS) that ties into the state arrest form data. The RMS gives officers access to active warrants after business hours. All warrants are scanned into the RMS and can be pulled at any station on the Big Island. The system also holds mug photos for lineups. This makes warrant checks quicker across all stations.

The HPD also runs e-warrants. The department started a soft rollout at the end of 2021. More than 50 e-warrants have now been issued island-wide. The program is a big help in blood draw cases tied to operating a vehicle under the influence of an intoxicant (OVUII). Since April 2024, the Third Circuit has moved to review all search warrants by electronic means.

Hawaii County Records Requests

To get a copy of a police report in Hawaii County, make a request in person or call any district station. Written requests may be mailed to the Records and Identification Section at 349 Kapi'olani Street, Hilo, 96720. Response time is within 10 business days. Fees are $1 for the first page and $0.10 for each page after. Only cash is accepted.

A redacted copy may have personal info like name, home address, phone, date of birth, Social Security numbers, and juvenile info blacked out. The requestor's own info will be left in. For more info, call the Records and Identification Section at (808) 961-2233. A Hawaii Police officer will never ask for payment to clear a warrant, so be wary of phone scams.

The Hilo Station is also a public access site for a Hawaii Criminal Justice Data Center printout. Each printout costs $25. This is one of six designated public access sites across the state. The Kona Station is also a public access site with the same $25 printout fee. The Area II Criminal Investigation Division works out of the Kona station and covers South Kohala, North Kohala, Kona, and Ka'u.

Warrant Types and Local Procedures

An arrest warrant in Hawaii County is a written order commanding police to pick up a named person and bring them to court. A judge may issue a warrant on a sworn request from police. Per Rule 3 of the Hawaii Rules of Penal Procedure, the request can be made as an affidavit or a sworn declaration. It must show probable cause that the named person did the offense. A warrant can also be a bench warrant, sometimes called a body attachment, issued when a person fails to appear or a grand jury returns an indictment.

The HPD Firearms Section runs a broad set of checks that include local police records, the state Electronic Bench Warrant search, CJIS Hawaii, the National Instant Criminal Background Check System, the Interstate Identification Index, and the Hawaii Judiciary databases JIMS, eCourt Kokua, and Ho'ohiki. The Criminal Investigation Division at 349 Kapiolani Street, Hilo, takes in cases of fraud and identity theft. The Area II Vice Section runs the Keahole Airport Interdiction Task Force. Three federally deputized Hawaii County Police officers make up that team, which looks at drug smuggling into and out of the Big Island.
