Hawaii Warrant Law and East Honolulu Procedures

East Honolulu warrant records follow the rules in Hawaii Revised Statutes Chapter 803. Section 803-1 says an arrest warrant is a written order to bring a person before a judge. Section 803-31 sets the bar for a search warrant. Section 803-36 says a search warrant must be served within 10 days of issue. Section 803-33.5 covers electronic warrants. See the full text of HRS Chapter 803 on the state capitol site.

The Honolulu Police Department follows a set policy on how warrants are served. Warrants shall not be served between 2200 and 0700 hours on closed premises unless there is legal cause. All warrants are confirmed through the Communications Division before service. District 4 officers serve most East Honolulu warrants, with Special Operations help when needed. See the HPD warrants policy for the full rules.

Under the Uniform Information Practices Act (HRS Chapter 92F), arrest records that led to a conviction are open to the public. Arrest records that did not lead to a conviction are kept private. East Honolulu residents can request a police report once the case is closed, not before. A full fee sheet sets the cost for each page of a report.

Note: A Hawaii law enforcement officer will never call and ask for payment to clear a warrant. Any such call is a scam.
