Urban Honolulu warrant records follow the rules in Hawaii Revised Statutes Chapter 803. Section 803-1 says an arrest warrant is a written order to bring a person before a judge. Section 803-36 requires a search warrant to be served within 10 days of issue. The HPD policy on warrants sets out that warrants shall not be served between 2200 and 0700 hours on closed premises unless there is legal cause. All warrants are confirmed through the Communications Division before service.
First Circuit Court warrants cover all of Oahu. Outside Assist Warrants are sent to the Second, Third, or Fifth Circuits for service on other islands. Hawaii Paroling Authority warrants are served by HPD on behalf of the state parole office. NCIC Warrants come from other states through the national crime info system. HIJIS warrants are electronic bench warrants that tie into the state eBench system.
Under the Uniform Information Practices Act (HRS Chapter 92F), arrest records that led to a conviction are open to public inspection. Arrest records that did not lead to a conviction are kept private. The Honolulu Police Department Records and Identification Division can help with requests for a police report for a case that has been closed.
