How to Search Honolulu Warrant Records

The fastest free option is the state court portal eCourt Kokua. The system shows public info from traffic, criminal, civil, and family cases in the First Circuit. Search by name or case number to find a Honolulu County record. Basic case data is free to view. Document PDFs cost $3 each for up to 30 pages. The state also runs an eBench Warrant System tied to judges and police, but that portal is not open to the general public.

You can also walk into a public access terminal at a First Circuit courthouse. The terminals are set up at Ka'ahumanu Hale, Kauikeaouli Hale, Kaneohe District Court, Wahiawa District Court, and Waianae District Court at the Kapolei Judiciary Complex. Hours run 7:45 a.m. to 4 p.m. on weekdays. Bring a photo ID if you plan to request a printout.

Honolulu County Police Districts

HPD splits Honolulu County into eight patrol districts. Each district has its own station and substations. Warrant and records work flows back to the main HPD office, but local stations handle walk-ins and field work for Honolulu County warrant records.

Kaneohe Station is at 45-270 Waikalua Road. Kailua Substation is at 219 Kuulei Road. Kahuku Substation is at 56-470 Kamehameha Highway.

HPD Central Receiving and Bail

The Central Receiving Division runs the main HPD cellblock at Alapai Headquarters. When a person is arrested in Honolulu County on a warrant, they are moved to one of several HPD sites to be booked. To find out if a person is being held, call the cell block at (808) 723-3000. HPD's cellblock is a short term hold, so those who cannot post bail are moved to court the next working day.

Bail may be posted in cash or bond. Cash bail must be in exact change. For cash bail over $10,000, IRS Form 8300 must be filled out. Photo and video are not allowed. Juveniles may only be released to a parent or legal guardian with proper ID. The bailout process takes about 30 minutes. Metered parking is at the back of the station. Hawaii Warrant Laws in the First Circuit

The First Circuit follows the core warrant rules laid out in Hawaii Revised Statutes Chapter 803. Section 803-1 defines an arrest warrant as a written order to bring a person before a judge. HRS Chapter 803 is the backbone for all warrant procedure in the First Circuit.

Honolulu County warrant jurisdiction follows a four part system. First Circuit Court Warrants cover Oahu itself. Outside Assist Warrants are sent to the Second, Third, and Fifth Circuits for service on other islands. Hawaii Paroling Authority warrants are served by HPD on behalf of the state parole office. NCIC Warrants come from other states through the national crime info system. HIJIS electronic bench warrants tie into the state eBench system.

Under UIPA (HRS Chapter 92F), arrest records that led to a conviction are open to the public. Arrest records that did not lead to a conviction are kept confidential. Sealed cases, sealed docs, and juvenile files are not made public unless the juvenile case was moved to adult court.

Requesting Honolulu County Records

To request a copy of a police report from Honolulu County, contact the HPD Records Unit. Requests can be made by email, mail, or in person. A color copy of a government-issued ID is required to show your ties to the case. The Records Unit is open Monday to Friday from 7:45 a.m. to 4 p.m. Reports are released when the case is closed. NO medical reports, TROs, or criminal abstracts for individuals are given out.
